Ship insurance in the Black Sea soars 250% after attacks

The cost of insurance policies for ships calling at Russian Black Sea ports more than tripled in December 2025. The reason is said to be a series of naval drone strikes on tankers of the Russian “shadow fleet.”

According to the publication, military risk insurance rates have jumped by 250%. Experts note that the prices include the risks of new attacks on tankers and possible Russian actions against vessels related to Ukraine.

Marsh, one of the world’s largest insurance brokers and risk management consultants, confirmed that insurance rates for ships calling at Russian ports have more than tripled since the attacks on tankers by the Russian “shadow fleet.” Rates recently stood at 0.25-0.3%.

As Bloomberg notes, insurance rates for ships calling at Ukrainian ports have also increased. For individual Black Sea ports, rates have increased by 1%.

Ukraine has not officially claimed responsibility for the naval drone attacks, but a number of foreign and Ukrainian media outlets have linked these operations to Ukrainian forces.

Recall that on the night of December 2 , new drone strikes were recorded in two regions of Russia, which caused fires and explosions at fuel and energy and industrial infrastructure facilities.

As reported, Sea Baby naval drones developed by the Security Service of Ukraine hit two sanctioned oil tankers of the Russian shadow fleet — KAIRO and VIRAT — in the Black Sea . The operation was carried out jointly by the 13th Main Directorate of Military Counterintelligence of the SBU and the Ukrainian Navy.
