Oleksandr Klymenko, head of the Specialized Anti-Corruption Prosecutor’s Office, said that illegal payments to MPs have increased since the start of the full-scale war in Ukraine. According to him, the amounts of “salaries in envelopes” have increased from $1,000-$2,000 to $5,000.

According to the SAPO, after the start of the full-scale invasion in 2022, MPs did not receive payments “in envelopes” for some time. After the resumption of such payments, anti-corruption authorities continued to work on documenting the relevant facts.
“According to our data, after the start of the full-scale invasion in 2022, deputies did not receive payments “in envelopes” for some time. When we learned that they had resumed, we continued to work in this direction,” said Klymenko.
According to him, after the resumption of illegal payments, MPs received $1,000–2,000 per month for voting in parliament for certain bills.
“Then the payments increased to $5,000. Penalties could also be imposed. Then the “salary” was reduced to $3,000,” Klymenko noted.
He also recalled that the first criminal proceedings against the people’s deputy were registered at the end of Iryna Venediktova’s tenure as Prosecutor General based on applications received at the end of 2021.
“This was the first episode that we began to investigate,” said the head of the SAPO.
Klymenko added that before the start of the full-scale invasion, there were periods when payments “in envelopes” reached $20,000 per month.
In total, according to him, 41 people’s deputies of the Verkhovna Rada of the 9th convocation received suspicion from the SAPO. Over the 10 years of work of the anti-corruption bodies, suspicions were declared against 79 former and current people’s deputies.
We will remind you that the National Anti-Corruption Bureau of Ukraine has announced suspicion against another MP in the case of systematic receipt of illegal benefits for voting in the Verkhovna Rada of Ukraine . The person in the proceedings was Mykhailo Laba, a representative of the Servant of the People faction.
It was previously reported that NABU and the Specialized Anti-Corruption Prosecutor’s Office, during an undercover operation , exposed an organized criminal group that included current members of the Ukrainian parliament .
