“Single civic identity”: Kremlin plans to strengthen integration of temporarily occupied regions of Ukraine
Russia has approved a new strategy for state national policy until 2036, which provides for enhanced integration of the temporarily occupied territories of Ukraine. The document is focused on the formation of a homogeneous civic identity and expanding the influence of the Russian language and ideology.

Vladimir Putin has signed a decree approving a new strategy for Russia’s national policy until 2036. The document’s centerpiece is the concept of the Russian Federation as a “civilizational state.” Within the framework of this concept, the Kremlin expects that by 2036, 95% of the country’s population will identify themselves as “Russians,” and the level of positive perception of interethnic relations will reach 85%.
The key element of the strategy is the integration of temporarily occupied Ukrainian territories. Large-scale deployment of programs is planned in the territories of Donetsk, Luhansk, Zaporizhia and Kherson regions. These measures include the elimination of manifestations of Ukrainian national identity, consolidation of the status of the Russian language and strengthening of the all-Russian civic identity.
A separate section of the document is devoted to the so-called “internal threats.” These include Russophobia, distortion of history, the activities of “unfriendly countries,” and the risks of forming ethnic enclaves. Within this area, the Russian authorities plan to more actively use social networks and video platforms to promote “traditional values.”
The strategy also sets out the task of creating an “objective” image of Russia abroad as a democratic and legal state. To this end, Moscow plans to use international platforms to create an image of equality of rights and freedoms among foreign audiences.
The implementation of the provisions of the document, according to the information provided, will lead to further restrictions on the rights of national minorities and increased control over the information space in the territory of Russia and the temporarily occupied regions of Ukraine.
Recall that Russia has officially begun mobilizing the population in all temporarily occupied territories of Ukraine . According to preliminary estimates, from 50 to 100 thousand men may be forcibly recruited into the war.
By the way, Russian propaganda continues to oppress the Ukrainian language in the occupied territories and abroad – Ukrainian youth and teachers are under attack, who are subjected to filtration actions and are forced to switch to the Russian language. Therefore, Ukraine should amend the Criminal Code and strengthen responsibility for linguocide.
