Six alternative options: deputies proposed their draft laws on NABU and SAPO

Six alternative bills to the presidential initiative to restore the independence of the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office have already been submitted to the Verkhovna Rada. The initiators were representatives of opposition factions and non-factional deputies.

On the eve of the parliamentary consideration of the presidential bill No. 13533 on amendments to the legislation to strengthen the independence of the NABU and the SAPO, deputies submitted six alternative bills . They are registered on the Verkhovna Rada website and submitted by representatives of various political forces.

Among the authors of the alternatives:

  • Iryna Gerashchenko, together with colleagues from the European Solidarity faction, submitted project No. 13533-5 .
  • Oleksiy Honcharenko proposed two separate options at once — No. 13533-1 and No. 13533-2 .
  • Yulia Tymoshenko , leader of Batkivshchyna, registered the variant under No. 13533-3 .
  • Dmytro Razumkov proposed an alternative project No. 13533-4 .
  • Inna Sovsun , together with deputies from the Holos faction, submitted draft law No. 13533-6 . Previously, her political force had already promoted draft law No. 13531 , but it was not included in the consideration of the relevant committee.

Despite the large number of alternatives, the Chairman of the Verkhovna Rada, Ruslan Stefanchuk , announced that on July 31, at the plenary session, he will propose to adopt the presidential draft in the first reading and in its entirety. According to his statements, the document has the support of the “Servant of the People” faction, which ensures the parliamentary majority.

The presidential bill is presented as urgent. It provides for the return of the procedural autonomy of the NABU and the SAPO, as well as strengthening the institutional independence of these bodies.

Previously, on July 30, the parliamentary committee on law enforcement supported the president’s bill to return procedural autonomy to the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP).

It is worth adding that on July 31, the Verkhovna Rada will consider one of the key laws for anti-corruption reform — the bill on restoring the independence of NABU and SAPO. Before that, on July 30, the document will be urgently considered by the relevant parliamentary committee.

Earlier, the European Commission put forward tough demands to Ukraine to restore the independence of anti-corruption bodies . During personal talks with Volodymyr Zelensky, European Commission President Ursula von der Leyen emphasized that the independence of NABU and SAPO is a prerequisite for European integration, and there will be no compromises in this area. The EU warns Kyiv of possible consequences if these demands are not met. The day before, the European Commission expressed serious concern about attempts to limit the independence of anti-corruption bodies in Ukraine. This is about draft law No. 12414, which provides for the subordination of the activities of NABU and SAPO to the Prosecutor General.

As a reminder, on July 22, the Verkhovna Rada voted for a bill that significantly limits the powers of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP) , effectively subordinating their activities to the Prosecutor General, and Volodymyr Zelenskyy signed it.
