Smilyansky should be removed: NBU adopted a decision regarding the head of Ukrposhta

The National Bank of Ukraine has recognized the General Director of JSC “Ukrposhta” Ihor Smilyansky as not meeting the requirements for professional suitability. The company must replace the head in accordance with the regulator’s decision.
This was reported by the National Bank of Ukraine.
The decision was made by the Committee on Supervision and Regulation of Banking Activities, Payment Infrastructure Oversight. The NBU noted that the assessment of financial institution managers is part of the regulator’s supervisory work.
“Ukrposhta” has a license from the NBU to provide financial payment services. Therefore, the company is under the supervision of the National Bank.
The NBU explained that the procedure for evaluating Ihor Smilyansky was initiated after inspections of the company’s activities in 2023–2026. During this period, the regulator applied measures of influence to Ukrposhta several times due to violations in the field of payment services, financial monitoring, and risk management.
After analyzing the materials and interviewing the head, the NBU commission concluded that Smilyansky does not meet the requirements for the head of a financial payment services provider.
The National Bank stated that this is due to an insufficient level of knowledge and experience to meet the requirements of the law, as well as shortcomings in the organization of internal control, financial monitoring, and the risk management system.
Now, Ukrposhta must remove Igor Smilyansky from management within five working days. After that, the company must appoint a new manager who will meet the requirements of the NBU.
