In Ukraine, citizens who have reached the age of 60 but are not entitled to a pension due to insufficient insurance experience can receive social assistance. The maximum amount of such benefits is 3,028 hryvnias.

In 2026, Ukrainians who have accumulated at least 32 years of insurance experience will be entitled to a pension at age 60. For people who do not meet this requirement, the state has provided separate social assistance.

As noted, payments can be received by citizens who have at least 15 years of insurance experience, but cannot apply for a full pension. The reasons for insufficient experience may be unofficial work, long-term unemployment, or labor migration.

Social assistance is provided to people who:

  • have reached retirement age;
  • do not have the necessary length of service for retirement;
  • do not receive other pension benefits;
  • are in a difficult financial situation.

Social security authorities check not only the insurance record, but also the financial status of the person. When making a decision, family income, property status, living conditions, and the presence of other sources of income are taken into account.

The amount of the benefit is determined individually. It is calculated as the difference between the subsistence minimum for disabled persons and the average income per family member for the last 6 months. The maximum amount of payments cannot exceed 3,028 hryvnias.

To apply for assistance, you must contact the social security authorities at your place of residence and submit a package of documents. These include:

  • statement;
  • passport;
  • identification code;
  • certificate of insurance experience from the Pension Fund;
  • income declaration;
  • documents about family composition and place of residence.

After submitting documents, social security authorities must make a decision within 10 days to grant assistance or refuse payments.

Ukraine has also simplified access to a monthly supplement of 2,600 hryvnias for pensioners who lived in areas of radioactive contamination after the Chernobyl accident. From now on, it is possible to confirm the fact of residence not only with documents, but also through special commissions.

By the way, Ukrainian pensioners can count on an increase in pension payments through the appointment of various allowances and additional payments upon reaching the appropriate age.

It is worth adding that in Ukraine, monthly pension supplements are provided for women who have raised 5 or more children in 2026. The amount of the supplement may exceed 1,000 hryvnias, but it is not calculated automatically.
