Social housing for IDPs: first regions of the pilot project named

Ukraine is starting to convert empty buildings into social housing for displaced people. The pilot project will cover Kyiv, Ivano-Frankivsk, and Poltava regions.
This was reported by the Ministry of Community and Territorial Development of Ukraine.
The project is being implemented jointly with the international organization Habitat for Humanity. Its goal is to create housing in vacant buildings for internally displaced persons and people in need of social protection.
The initiative plans to identify potential real estate properties, prepare investment solutions for their redevelopment, and create tools for the development of affordable and sustainable housing.
In the first stage, in February-March, 60-70 buildings in three pilot regions will be selected and field inspected. A database of objects with geographic coordinates will also be created, compatible with the digital information and analytical housing system for IDPs.
In April-May, the team will prepare detailed investment proposals for 10-15 selected buildings. In parallel, they will develop a practical set of solutions for converting empty spaces into housing.
Deputy Minister Nataliya Kozlovska noted that pilot projects involving communities, international donors, and charitable organizations allow testing financial, management, and social models before scaling up at the national level. According to her, the experience gained will form the basis of the draft law on social housing.
The project is based on Law No. 4080, which introduces additional mechanisms for providing housing to internally displaced persons.
As previously reported, the Government of Ukraine has decided to launch a pilot project on electronic employment through the Unified Information and Analytical System “Obriy” . The project is designed for 2 years and provides for the complete digitalization of the main stages of labor relations.
