Ukraine has a system of state support for citizens who do not have their own housing and cannot purchase it. Social housing is provided free of charge or on preferential terms.

This is stated in the Law “On Social Housing Fund”.

Who can receive social housing in Ukraine?

The state provides housing to citizens who are unable to purchase or rent it on their own. Free apartments or rooms can be obtained by:

  • seriously ill citizens who need separate accommodation;
  • residents of emergency houses where there is a threat to life;
  • orphans and children deprived of parental care;
  • persons who need improved housing conditions and are registered in the housing register.

The first three categories have the right to receive housing on an emergency basis, while the rest are placed in the general queue.

How to register for an apartment?

To get on the waiting list for social housing, you must meet at least one of the following conditions:

  • living space per person is less than seven square meters;
  • the family income is below the subsistence minimum or the average rental cost in the region;
  • An internally displaced person does not have their own housing in the territory controlled by Ukraine.

To do this, you must submit an application at your place of residence and provide documents confirming these circumstances. All family income – salaries, pensions, social benefits – is carefully checked. Attempting to hide income or real estate may result in loss of the right to housing.

Who gets housing out of turn?

Certain categories of citizens have the right to priority housing provision. These include:

  • families of fallen soldiers and war veterans;
  • rehabilitated victims of political repression;
  • persons with disabilities as a result of war;
  • victims of the Chernobyl nuclear power plant accident;
  • orphans and children with disabilities;
  • citizens who lost their homes due to a natural disaster;
  • large families (five or more children).

Social housing remains the property of the state. Citizens live in it under a social lease agreement, paying only for utilities. Such housing cannot be sold, donated, or rented out.

If a citizen is denied registration or housing, he has the right to file a complaint with the district administrative court. The grounds for refusal may be an incomplete package of documents or absence from the social housing registration lists.

It was previously reported that Ukraine is preparing to change the rules of the real estate market . Prime Minister Yulia Svyrydenko instructed relevant departments to work on the issue of regulating real estate services in order to make the sector more transparent and competitive.

Recall that Prime Minister of Ukraine Yulia Svyrydenko announced the expansion of the “eRecovery” program . Internally displaced persons who have lost their homes in temporarily occupied territories will be able to receive financial assistance from the state of up to 2 million hryvnias.
