Some pensioners may receive a discount on utility services: who is eligible?

Ukrainian pensioners in 2026 can apply for a housing subsidy if the household’s expenses for utilities exceed the specified share of income. For certain categories of pensioners, a 100% benefit for housing and utilities is also provided.

The mere fact of receiving a pension does not automatically entitle you to a subsidy. The main criteria are the financial situation of the household and the amount of the mandatory share of payment for utilities.

Certain pensioners may have a 100% discount on utility services. These are people who live in rural areas and previously worked in the fields of education, medicine, culture, librarianship, or plant protection.

To apply for a subsidy, you can contact the Pension Fund of Ukraine service center, the Pension Fund of Ukraine Service Center, or send documents by mail. The application can also be submitted online via the PFU electronic services portal, the Pension Fund mobile application, or “Diya” using a qualified electronic signature.

To be granted assistance, you usually need:

• statement;
• passport;
• taxpayer registration card registration number;
• declaration of income and expenses;
• income certificate if there is additional income;
• documents confirming the right to a subsidy, if necessary.

The Pension Fund can obtain some information independently through state registers.

For many recipients, the subsidy is recalculated between the heating and non-heating seasons automatically. However, if the household composition, place of residence, property status, or other circumstances change, a second application may be required.

The subsidy amount is not fixed and may vary depending on income, tariffs, household composition, and heating costs.

Recall that non-working military pensioners who support disabled family members may receive an additional pension payment . In 2026, its amount is 1,297.50 hryvnias for each dependent who meets the established requirements.

By the way, in August 2026, certain categories of Ukrainians will receive a one-time cash payment for Independence Day. The amount of assistance will depend on the recipient’s status and will range from 650 to 3,100 hryvnias.
