Sovereign AI: Ukraine has begun developing artificial intelligence for the state and defense sectors

Ukraine has launched a new joint initiative with NVIDIA to create sovereign artificial intelligence and develop a national AI infrastructure. The project aims to strengthen security, data protection, and build the technological capabilities of the state.
This was announced by the Minister of Digital Transformation, First Deputy Prime Minister Mykhailo Fedorov.
The Ministry of Digital Transformation of Ukraine announced the start of a new stage of cooperation with NVIDIA, a world leader in computing infrastructure for artificial intelligence. Earlier, the partnership launched the AI Factory project, which involves the creation of a powerful state AI infrastructure based on NVIDIA technologies.
A joint initiative has now been launched to build sovereign artificial intelligence for the needs of the state and defense sectors. As part of this direction, Ukraine gains access to NVIDIA’s advanced technologies and expertise.
“We are building sovereign AI in Ukraine — launching a joint initiative with NVIDIA,” said Mykhailo Fedorov.
The initiative includes several key areas of development. Among them are the creation of state infrastructure based on NVIDIA solutions, support for educational programs and training of specialists in the field of artificial intelligence, implementation of joint research projects, and stimulation of the Ukrainian startup ecosystem.
The first result of the collaboration will be the development of the Diia AI LLM, a sovereign language model built on Ukrainian data, legislation, and public services. This model will become the basis for all AI solutions in the Diia ecosystem.
“The first joint project is the creation of Diia AI LLM. This is a sovereign language model trained on Ukrainian data, legislation, and public services,” said Mykhailo Fedorov.
Thanks to NVIDIA technologies, Ukraine will be able to optimize model training, reduce costs, and improve the quality of state AI solutions. The Ministry of Digital Affairs noted that such cooperation is an important component of the development of an agent state that uses the capabilities of artificial intelligence for more efficient work and better service for citizens.
It was previously reported that Ukraine became the first country in the world to provide public services using artificial intelligence . The Ministry of Digital Affairs has already launched an AI assistant on the Diya portal.
Recall that the Ministry of Digital Transformation of Ukraine announced the launch of the first state infrastructure for the development and scaling of artificial intelligence products – the AI Factory project.
