Despite the decrease in the number of criminal proceedings (from 207 in 2023 to 164 in 2025), the problem does not disappear – the demand for “resolving the issue” remains consistently high.

It’s worth noting that this market also includes fraudulent practices that sell claims of influence without clear evidence. Sometimes, the roots of these “transaction center managers” can be traced back to Russia.
