Ukrainian President Volodymyr Zelensky said that Starlink and Starshield speed limits are still in place, and the delivery of interceptor missiles to protect against Russian ballistic attacks is delayed. Ukraine also agreed with the United States to hold a trilateral meeting with Russia at the level of negotiating teams in the first half of November.

He spoke about this in a speech at the Hudson Institute.

Zelenskyy said that speed limits for Starlink and Starshield remain in effect. In addition, Ukraine has still not received the interceptor missiles, the supply of which was previously agreed upon.

“This is a real problem because the Russians are attacking us almost every day,” the president said.

He noted that despite these difficulties, the Ukrainian military continues operations at the front and maintains defense. According to Zelensky, the situation has become more complicated, in particular due to the speed limitations of satellite systems, but the Ukrainian front line remains stable.

Zelensky also said that he and his team held talks with representatives of US President Donald Trump, Steve Witkoff and Jared Kushner. The parties discussed the results of the meetings in Oslo and St. Petersburg, as well as the possibilities of advancing diplomacy in November.

According to the president, Ukraine, the United States, and Russia have agreed to hold a trilateral meeting at the level of negotiating teams in the first half of November. The Ukrainian side is ready to meet any day, but the conduct of the negotiations depends on Russia.

Zelensky noted that a similar meeting was planned in October, but it did not take place due to the refusal of the Russian side. He stressed the importance of further involvement of the United States, Europe and other partners, as well as American pressure on Russia.

The President also stated the need to move from technical trilateral talks to a leaders’ meeting, as key issues can only be resolved at the highest level.

At the same time, Zelensky stressed the importance of Ukraine’s strong relations with the United States and other partners. He explained that Ukraine’s more open communication with the world should help societies better understand the situation and promote solutions that can bring peace closer.

By the way, speed restrictions for Starlink/Starshield terminals, which cause satellite communication disruptions, remain in effect as of the morning of October 23. Ukrainian military experts have recorded cases of loss of communication at a speed of 161 km/h, and there is currently no confirmation of the lifting of the restrictions.

It was previously reported that US Democratic Senator Richard Blumenthal has launched an investigation into Ukraine’s loss of access to the Starshield military satellite system used by the Pentagon. He wants to find out who made the decision to limit the service and whether the US Department of Defense has alternatives in case SpaceX services become unavailable.
