On December 8, Verkhovna Rada Speaker Ruslan Stefanchuk signed the law on the state budget for 2026 and submitted the document to President Volodymyr Zelenskyy for consideration.

According to the adopted budget, treasury revenues in 2026 will amount to UAH 2.918 trillion, while expenditures will amount to UAH 4.781 trillion. The maximum deficit has been increased by almost UAH 6 billion to UAH 1.9 trillion, equivalent to 18.5% of GDP.
The largest amount of spending is traditionally directed toward the security and defense sector: UAH 2.8 trillion, or approximately 60% of all expenditures. Of this amount, UAH 1.3 trillion is allocated for military personnel, and UAH 709 billion is for the purchase of weapons and equipment. The remaining expenses are planned to be covered through international support.
The budget provides for an increase in social standards for the first time since 2023. In particular:

the minimum wage will increase from 8,000 to 8,647 UAH;

general subsistence minimum – from 2,920 to 3,209 UAH;

for able-bodied persons – from 3,028 to 3,328 UAH;

for those who have lost their ability to work – from 2,361 to 2,595 UAH.
Teachers’ salaries will be increased in stages: by 30% on January 1 and by 20% on September 1. According to the Ministry of Finance, the average teacher salary could reach 30,000 hryvnias by September.
For the second reading, deputies increased funding for the reserve fund by UAH 19 billion. These funds will be used to increase teachers’ salaries, purchase passenger cars, compensate businesses for war-related losses, and install shelters in kindergartens.
In addition, local budgets will receive an additional share of personal income tax—64% instead of 60%—for payments for energy resources and the repayment of tariff debts.
Earlier, European Solidarity called for a revision of the 2026 budget and for the allocation of funds to the military.
European Solidarity also calls on Ukrainian President Volodymyr Zelenskyy to veto the 2026 State Budget, which was adopted by a mono-majority.
