Subsidies and free services: what allowances and benefits are available to pensioners in 2026

In July 2026, Ukrainian pensioners can take advantage of a number of government subsidies, benefits, and social programs. Some payments are assigned automatically, while certain types of assistance require an application.

In 2026, the state will automatically accrue age-related pension benefits:

• from 70 years old – 300 hryvnias per month;
• from 75 years old – 456 hryvnias;
• from 80 years old – 570 hryvnias.

Supplements are assigned if the pension does not exceed 10,340.35 hryvnias. For citizens over 65 years of age whose pension is lower than the minimum level, the payment may be increased to 3,758 hryvnias.

Pensioners also have the right to free travel on public transport, including buses, trolleybuses, trams and suburban trains. To confirm the right, it is enough to present a pension certificate or a certificate from the Pension Fund of Ukraine. At the same time, regular and regular taxis are not included in the list of preferential transport.

Certain categories of pensioners may receive benefits for paying for housing and communal services. In particular:

• combatants and their family members — 75% discount;
• individual war veterans with disabilities — 100% compensation;
• Family members of deceased veterans — 50% discount.

Pensioners living in rural areas and previously working in the educational, medical, cultural or pharmaceutical sectors can apply for full reimbursement of gas and solid fuel costs. Other citizens can apply for a housing subsidy, the amount of which is determined individually depending on household income.

In addition, pensioners can receive certain medications free of charge or with a surcharge under the “Affordable Medicines” program. To do this, you must obtain a prescription from a doctor.

Pensioners are also exempt from paying land tax within the limits of legislative norms for household plots, gardens and vegetable gardens. Owners of cars with an engine of up to 2,500 cubic centimeters or electric vehicles with a power of up to 100 kW can apply for a 50% discount on the OSCPV policy.

Employment after retirement does not deprive you of the right to certain benefits. Working pensioners can continue to use free travel and land benefits, and pensioner entrepreneurs are exempt from paying a single social contribution for themselves.

You can apply for most payments and benefits through the Pension Fund of Ukraine, at service centers, TsNAPs, or online on the Pension Fund of Ukraine portal. Housing subsidy registration is also available through the “Diya” application.

Certain categories of pensioners may receive assistance from international organizations , in particular the UN World Food Program. For single pensioners who require constant care, a separate monthly allowance is provided based on the conclusion of a medical commission.
