The Russian Foreign Ministry has stated that it does not recognize the Special Tribunal for the Crime of Aggression Against Ukraine, which is currently being established with the support of the Council of Europe and several partner nations. Foreign Ministry spokeswoman Maria Zakharova warned that the Kremlin would regard any participation in the tribunal by other states as a “hostile step.”

This is reported by Russian media.

The work and decisions of this body will be worthless to us,” Zakharova said, emphasizing that Russia does not recognize any jurisdiction of such a court.

The Russian Foreign Ministry spokeswoman also sharply criticized the Council of Europe, claiming it has no authority to establish criminal courts or to define acts of aggression. According to the Russian Foreign Ministry, European officials are deliberately undermining international legal norms to create a “pseudo-legal mechanism.”

Moscow further warned that any country participating in the Special Tribunal would be regarded as contributing to the escalation of the conflict rather than promoting its peaceful resolution.

It is worth noting that the initiative to establish a Special Tribunal to investigate the crime of Russian aggression against Ukraine was launched in 2023. It has received support from the European Parliament, the Council of Europe, and several EU countries, including the Netherlands, Germany, Poland, France, and the United Kingdom. The tribunal aims to hold Russia’s top leadership — particularly President Vladimir Putin — accountable for launching the full-scale war against Ukraine.

Unlike the International Criminal Court, which has already issued an arrest warrant for Putin over the deportation of Ukrainian children, the Special Tribunal will focus specifically on the crime of aggression — considered the gravest violation of international law, encompassing the act of initiating a war.

By the way, on June 25, President of Ukraine Volodymyr Zelenskyy and Secretary General of the Council of Europe Alain Berset signed a historic agreement on the establishment of a Special International Tribunal to investigate the crime of Russian aggression against Ukraine.
