“Suicide Government”: How to Quickly Get Out of the Parliamentary Crisis

Despite the unpredictability and the authorities’ desire to find ways to intimidate, there are practically no real levers to coerce the people’s deputies. The crisis in the Verkhovna Rada paves the way for the formation of a “government of national unity”, but the new Cabinet of Ministers may become a kind of “government of suicides”.

Thus, entrepreneur and blogger Karl Volokh commented on the current parliamentary crisis on the air of “Pryamoy”, calling the methods of influencing elected officials ineffective.

“I think that no deputy, if he does not submit an application to resign and remove himself from the powers of a people’s deputy, Zelensky cannot do anything to him beyond all doubt and cannot force him. And such a mechanism does not exist. So I think that all these threats are, yes, fables,” the studio guest noted.

According to him, the situation is complicated by the nature of the relationship between the president and the Verkhovna Rada. Volokh noted that there have been cases of circumvention of legislation through unconstitutional decrees before, but the legal framework remains stable in the issue of deputy mandates.

The blogger considers attempts to threaten deputies with being sent to the Armed Forces or other measures to be evidence of weakness, not real strength. He emphasized that such steps only emphasize the impossibility of finding a decent way out of the situation that has developed within the walls of parliament.

According to Volokh, the current situation in the Ukrainian parliament opens the way to the formation of a broad coalition, therefore, due to the critical decrease in the number of active supporters of the government in the Verkhovna Rada, the president is forced to consider options for involving other political forces in governing the state.

“The chance to form a coalition and a government of national unity or national salvation, as they will call it, exists. Now everything depends on Zelensky. He has been offered this for several years: to take some of the responsibility off himself, to give it to others,” Volokh explains.

He believes that the opposition’s entry into the government is the most logical step for stabilization, as it automatically reduces the intensity of criticism directed at the country’s leadership. At the same time, Volokh expressed doubts about whether there will be a sufficient number of specialists ready to take responsibility in such a difficult period. He suggested that the new Cabinet of Ministers could become a “suicide government” due to the enormous burden of problems.

As is known, the parliamentary coalition faced serious difficulties in passing government bills. The Verkhovna Rada effectively stopped supporting the initiatives of the Cabinet of Ministers of Ukraine, as evidenced in particular by the failure of the vote on the bank profit tax.

In addition, the crisis in the Ukrainian parliament is deepening due to ambiguous statements by the state’s top leadership regarding sending to the front those deputies who plan to resign early. Such rhetoric has sparked a wave of discussions about the legality and ethics of such steps within the walls of the Verkhovna Rada.

Moreover, attempts to put pressure on the parliament only exacerbate the political crisis within Ukraine, so it is worth avoiding brazen communication from the leadership , which can undermine stability in a difficult period, and there is also no need to turn the Armed Forces of Ukraine into a kind of horror story for people’s deputies, – said on the air of “Pryamoy” participant of the Russian-Ukrainian war Oleksiy Petrov.

The current situation in the Ukrainian parliament also threatens the pace of rapprochement with the European Union due to internal disorganization. Despite the commitment to adopt dozens of legislative acts in various clusters, work has effectively stopped, and the lack of votes and ignoring minority opinions create conditions for deep stagnation.
