Supreme Court judges demand that the authorities provide documents regarding sanctions against Poroshenko

The Supreme Court, which is considering Petro Poroshenko’s lawsuit against President Zelenskyy to lift sanctions, has issued a demand to the National Security and Defense Council and the Cabinet of Ministers to provide all documents related to the adoption of restrictions.

This was stated by Petro Poroshenko’s lawyer Ilya Novikov.

He noted that the deadline for submitting documents is August 11, and the next hearing on the case is scheduled for August 19, 2025.

During today’s hearing, it became clear that President Zelensky’s representative in court could not answer questions about how the decision-making process took place, as she did not participate in the NSDC meeting. She also stated that the sanctions were imposed for disciplinary purposes, to prevent potential threats to national interests from the fifth President.

“The first meeting was on April 17, and only one meeting was held each month. All this time, it was a preparatory stage, we were finding out what other documents the government had not provided, and why it had not provided them, and whether it could provide them. In the end, we still began to discuss the merits of this case. We presented our arguments to the court, we heard the position of the president’s representative, which boils down to the fact that the president can do anything,” lawyer Ilya Novikov told reporters in a comment.

“The version reflected in their documents is that the sanctions are preventive. And today we finally heard what this means in human language, because preventive is difficult. Sanctions are supposed to discipline Poroshenko. Do you understand what this means? And this is according to a person who is not just a representative of the president with a power of attorney – he is a self-representative, that is, this is also the official position of the President of Ukraine, if Volodymyr Zelensky were personally in this hall, answering these questions,” the lawyer explains.

He also added that the assumptions that Andriy Portnov was behind this project were finally confirmed, because the letter that Mr. Pronin, the Head of Finmonitoring, sent on February 12 and from which this whole carousel of theirs spun, contained verbatim quotes from what Portnov wrote in 2019 in the Telegram channel. And the publication associated with Portnov wrote in January, 5 weeks before Pronin wrote his letter. That is, Pronin wrote his letter on February 12, and already on January 4, the newspaper “Law and Business” wrote that, according to experts, the NSDC will apply sanctions against Poroshenko for this and that. And so it happened.

He also noted that the grounds for the sanctions were not the alleged multi-billion dollar financial violations that Zelenskyy claimed, but the so-called “coal case” and the Kharkiv agreements.

“This is a story about the Kharkiv Agreement. It says so, that Poroshenko apparently took an active part in, as they meant it, the informational and legal legalization of the Kharkiv Agreements,” Novikov notes.

He pointed out that Finmonitoring has nothing to do with these topics, but its head was used as a tool for at least some legalization of illegal sanctions.

“What does Finmonitoring have to do with criminal justice at all? Because Pronin agreed to take part in this situation. Most of the sanctions against individuals were applied at the suggestion of the SBU on the materials of the proceedings, which are the SBU. Why? Because it is the SBU that investigates all terrorist articles. And since in this case the SBU reported to Zelensky that there was no such information, then they found Pronin, who said – I will sign it. And then everyone hides behind Pronin,” Novikov explained.

Earlier, a hearing began in the Supreme Court on the lawsuit of the fifth president and leader of “European Solidarity” Petro Poroshenko regarding the illegality of the imposed sanctions.
