Teachers’ salaries and academic scholarships will increase in Ukraine from September 1: what you need to know

From September 1, 2026, salaries of teaching staff and academic scholarships for students will increase in Ukraine. Teachers are expected to receive their second 20% pay increase in a year, and the main academic scholarships for students will double.

Teachers’ salaries will be increased in 2 stages in 2026. They increased by 30% from January 1, and another 20% increase is planned from September 1. Overall, by the end of the year , teachers’ salaries should increase by 50% compared to the level in 2025 .
At the same time, the actual salary of each teacher after the promotion will be different. Its amount depends on the tariff category and qualification category, teaching experience, number of teaching hours, bonuses for seniority and prestige of work, classroom management, checking written work, additional duties and other provided payments.
The September increase is not a one-time bonus. It is about increasing the wages of teaching staff. At the same time, a 20% increase does not mean that each teacher will receive exactly 20% more money “in hand”, since the final amount depends on the salary structure and additional payments.
Funds from the educational subvention are provided to finance the salary increase. As of August, 57.4 billion hryvnias have been allocated to it, which should provide funding for about 465 thousand salaries of teaching staff.
Starting September 1, basic academic scholarships for students of vocational, pre-university and higher education institutions who study at the expense of the state budget will also double.
The main amounts of academic scholarships will be:
- for students of vocational education institutions – 2,500 hryvnias instead of 1,250 hryvnias;
- for students of professional pre-higher education institutions – 3,020 hryvnias instead of 1,510 hryvnias;
- for students of professional pre-higher education in specialties with an increased size – 3,860 hryvnias instead of 1,930 hryvnias;
- for students of higher education institutions – 4,000 hryvnias instead of 2,000 hryvnias;
- for students of higher education institutions in specialties with an increased size – 5,100 hryvnias instead of 2,550 hryvnias.
Separate nominal and academic scholarships of the Cabinet of Ministers will also double. For students of higher education institutions, such a payment will be 8,000 hryvnias instead of 4,000 hryvnias.
At the same time, the increase does not mean that all students will automatically receive an academic scholarship. It is assigned according to the performance rating, and the number of scholarship recipients is determined by the educational institution within 40-45% of full-time students who receive education under a state or regional order.
For first-year students, the ranking is formed based on the competitive score with which they were admitted to the educational institution before the first semester control. After the session, the right to an academic scholarship depends on the student’s place in the ranking, and those who have academic debt are not included in the scholarship list.
The new mechanism also applies to students of private higher education institutions who study full-time under a state order.
At the same time, the announced doubling does not automatically apply to all types of student payments. Cabinet of Ministers Resolution No. 1052 provides for an increase in academic and individual nominal scholarships, while separate rules and amounts apply to social scholarships.
For students studying with state budget funds, the new scholarship amounts will apply from September 1, 2026. For those studying with local budget funds, the increase will be implemented in accordance with the decision of the relevant local council, but no later than January 1, 2027.
The state budget for 2026 provides UAH 6.6 billion for student scholarships, which is UAH 1.2 billion more than a year earlier.
