The Anti-Corruption Committee recommended that the Council approve the new strategy: 400 million euros from the EU depend on it

The Verkhovna Rada Committee on Anti-Corruption Policy unanimously recommended that the parliament adopt in the first reading the revised draft law No. 15230-d on the Anti-Corruption Strategy for 2026–2030.

This was announced on social media by the head of the specialized anti-corruption committee, Anastasia Radina.

According to her, the draft law combined three versions of the document – prepared based on the text of the NACP, the work of people’s deputies and the previous government.

The document provides for a reform of the procedure for appointing the Prosecutor General to make it transparent and based on professional qualities, a reform of the procedure for appointing the Director of the State Bureau of Investigation with the certification of employees, the resumption of competitions in the prosecutor’s office, as well as improving the selection of Supreme Court judges with the temporary involvement of independent experts in the formation of judicial governance bodies.

Radina emphasized that all these provisions correspond to the official benchmarks of the European Union in the “Fundamentals” cluster, which Ukraine must fulfill on its path to EU membership.

In addition, the committee supplemented the draft law with provisions on the management of seized assets in the ARMA, retained the provision on the gradual transition to transparent competitions in the National Police, and a separate section dedicated to the legal profession and the provision of legal aid. The document also contains a number of anti-corruption measures in the areas of education, customs, environmental management, and other sectors.

According to Radina, after the committee’s decision, the bill is ready for consideration in the first reading in the session hall of the Verkhovna Rada. At the same time, she noted that she plans to submit amendments for the second reading, in particular regarding the justice sector.

The Committee Chair also recalled that the timely adoption of the Anti-Corruption Strategy is one of the conditions for Ukraine to receive about 400 million euros in funding under the Ukraine Facility program.
