The authorities are not ready to talk honestly with Ukrainians: how will Kyiv survive the difficult winter?

Despite active preparations for the winter period, the authorities still refuse to speak honestly with the public. Ukrainians should expect a difficult winter, especially given the lack of information from government officials amid the intensification of Russian shelling of energy infrastructure.
This opinion was expressed on the air of “Pryamoy” by Leonid Yemets, Doctor of Law, deputy of the Kyiv City Council from the “European Solidarity” faction.
“Preparations were underway, a lot was done, for example, about a dozen special gas generating systems have already been installed in the city of Kyiv, they have a slightly different level of security, some of them are underground. We are talking about megawatts of electricity. But here is another question – is this enough? Because in addition to these nodes, there are many others that are under constant pressure from the enemy. And the fact that air defense does not provide one hundred percent protection means that it is a matter of time before these facilities will be destroyed,” Yemets noted.
According to him, Kyiv residents should prepare for a difficult winter, given the lack of clear information from government officials about the real problems of the capital.
“We had a meeting of the Kyiv City Council, part of it was closed. There was a report by specialized officials responsible for these areas. The situation is extremely complex. This information is classified as “not accessible to everyone,” so I cannot disclose the details. I will simply say that we need to prepare for a very difficult winter,” the Kyiv City Council deputy emphasized.
“First, a specific pattern of behavior of services and people must be ensured, and people must be informed about this, how to behave in cases of varying degrees of danger, in particular, a heat shutdown, and where to get information if, for example, communication is disconnected. We had a period (in 2022, ed.) when we realized that this is really a problem. You can’t get information from anywhere. It’s like a citizen realized that these old notification systems are gone… Therefore, there must be backup sources to restore at least some information support so that people can receive instructions,” explains Yemets.
He emphasized that citizens should be warned about possible scenarios, but the authorities refuse to provide relevant information.
“People should be warned that such events can occur, how should it be conducted. No other “shashliks” should definitely become an example of behavior for us today. Today, we need to speak with people as frankly as possible. We need the information that we have the right to, but we have and are obliged to convey to people in order to react together later. And at the moment, the full amount of information has not been provided to us. Therefore, we must be honest here, that very bad scenarios are possible. And when we talk about a blackout, we should not be afraid of the word “blackout”, but we should be afraid that Kyiv will be defenseless or unable to react properly when this blackout comes,” emphasized Leonid Yemets, a deputy of the Kyiv City Council from European Solidarity.
We remind you that due to Russian shelling of the energy sector in Ukraine, blackout schedules have begun to take effect. They are being implemented most frequently in frontline regions and the capital. However, the enemy continues to target other critical and civilian infrastructure facilities every night. According to the Ministry of Energy, the most difficult situation is currently in four regions – Sumy, Chernihiv, Kharkiv and Dnipropetrovsk.
