On October 13, the Cabinet of Ministers approved changes to the rules for reserving military personnel. They concern the number of employees that companies will be able to reserve, as well as the procedure for granting critical status. However, the resolution still needs to be finalized.

This is reported by Forbes Ukraine.

According to preliminary information, the government approved the document with one-day revision, and allocated five days to clarify the norms regarding the reservation percentage.

According to the published draft, for defense industry and energy enterprises, it was proposed to reduce the reservation limit from 100% to 85%. For heat and water supply enterprises, as well as the sphere of household waste management – from 75% to 60%. For other critically important enterprises, the limit was to remain at 50%.

Another change concerns who will decide which companies can reserve workers. Instead of the current mechanism involving line ministries and regional military administrations, the project proposes creating a Coordination Center under the Cabinet of Ministers.

It should include 17 representatives of state bodies, including the Ministry of Economy, the Ministry of Defense, the Security Service of Ukraine, the State Border Guard Service, the Foreign Intelligence Service, the National Police, and the State Border Guard Service.

The center is planned to be involved in making decisions regarding critical enterprises. It will also be able to recommend the abolition of such status and decide on the issue of reserving more than 50% of military-liable employees.

In addition, the draft stipulates that the permission to book above the established limit will be valid for up to one year. If the company does not use it within five business days, it may lose this right.

Separately, the government considered changing the procedure for calculating the 50% of workers who can be reserved. Initially, it was proposed not to include in the total number of those liable for military service those who already have a deferment for other reasons. In particular, students, parents of three or more children, and people caring for relatives.

However, according to information from social networks, this rule has allegedly been removed. Therefore, the current procedure for calculating the limit may be left unchanged.

It is currently unknown which provisions of the draft will be included in the final version of the resolution. The full list of changes will be known after its publication.

Recall that the government’s proposed changes to the rules for reserving military personnel may create risks for parents with many children , students, and other categories of citizens who have a deferment from mobilization on certain grounds. Employers may begin to lay off such employees in order to maintain the ability to reserve other employees.
