The Cabinet of Ministers has approved a draft law that provides for the abolition of the exemption from payment of value added tax (VAT) for imported goods worth up to 150 euros ordered through foreign marketplaces. The document has already been submitted to the Verkhovna Rada for consideration.

This was announced by Prime Minister Serhiy Koretsky.

Currently, international postal shipments with goods worth up to 150 euros are not subject to VAT. If the bill is passed, this exemption will be abolished.

According to Koretsky, the changes are designed to harmonize Ukrainian legislation with European Union norms and ensure equal conditions of competition for Ukrainian and foreign sellers.

At the same time, the preferential regime for private gifts will remain in force. Free international shipments worth up to 45 euros will continue to be tax-free.

According to government estimates, the new rules will allow the state budget to attract more than 10 billion hryvnias annually. The funds received are planned to be used to finance defense, support economic stability, and other state needs.

The Ministry of Finance clarified that the draft law was submitted together with draft law No. 15112-d on amendments to the Tax Code, which is already under consideration by parliament.

After the law comes into force, the obligation to charge and pay VAT will not fall on buyers, but on the marketplaces themselves or their official representatives. Declaration of international postal and express shipments will be carried out by postal operators and express carriers on the basis of special registers.

The document also provides for new requirements for the registration of marketplaces and their representatives in Ukraine, as well as a mechanism of guarantees for distance trading.

A transitional period will be introduced for businesses. During the first year after the law comes into force, postal operators, express carriers, and marketplaces will not be fined for unintentional errors when paying VAT on parcels up to 150 euros, if the tax is paid in full.

If the draft law is supported by the Verkhovna Rada, the new rules will come into effect no earlier than 2027.

Earlier, the Verkhovna Rada adopted Law No. 15111-d, which introduces new rules for taxation of income received through digital platforms . The initiative was supported by 241 MPs.
