Cabinet Approves New Unified Rules for Animal Transportation: What Changes Now
On July 7, the Government approved uniform rules for transporting animals on intercity and international bus routes.
This was reported by the press service of the Ministry for Communities and Territories Development of Ukraine.
“Until now, we had vague and ambiguous regulations regarding how animals should be transported on intercity and international buses. This confused passengers, drivers, and carriers. The new rules are a step toward safer, more predictable, and more humane transportation. They take into account the needs of passengers, animals, and transport operators,” the head of the department noted.

Small animals (weighing up to 10 kg) — including dogs, cats, ornamental birds, and rodents — must be transported in special containers, cages, or carriers with an absorbent bottom. These animals may be placed on the passenger’s lap, under the seat, or in a separate designated space.
Medium and large dogs (10–45 kg) are allowed only if wearing a muzzle. The passenger must purchase all adjacent seats in the same row and place the dog on a special mat on the floor. Placing the animal on a seat is strictly prohibited.
Dogs weighing over 45 kg may be transported only in specially equipped vehicles, under the carrier’s specific conditions.
Guide dogs accompanying persons with disabilities are transported free of charge and without the need to purchase extra seats. They must wear a muzzle and be on a short leash, remaining next to the person they assist.

The relevant decision of the Cabinet of Ministers will enter into force upon its official publication.
“The approved rules are mandatory for all carriers providing domestic and international bus transportation of passengers,” the ministry emphasized.
As a reminder, in the capital, starting May 12, pet owners can register their animals directly at the Administrative Services Centers.
