Ukrainian Government Cracks Down on Spam Calls: What the New Measures Involve

The Cabinet of Ministers has approved new regulations for the provision of electronic communication services, aiming to put an end to spam calls for Ukrainian users.
This was announced by the Minister of Digital Transformation, Mykhailo Fedorov.
In particular, the government has provided telecom operators with tools to combat spam calls and intrusive advertising.
In turn, operators will now be able to block spam, promotional, and potentially fraudulent calls.
As Minister Mykhailo Fedorov explained, these changes will be implemented gradually to give telecommunications providers time for necessary technical upgrades.
“A business must coordinate with the operator and register the phone numbers it intends to use for calls. Otherwise, calls from unregistered numbers may be automatically blocked. Soon, users will also be able to request that an operator block a number if it is identified as spam,” the minister said.

In their accounts, users will be able to independently disable content services without needing to contact operators.

Internet speed will be specified in the contract, and in case of non-compliance, users will have the right to file a complaint with the National Energy and Utilities Regulatory Commission or take the issue to court.

Users located in active war zones will not lose access to mobile services, their SIM cards will not be blocked due to non-payment, and they will receive a free communication package upon first connection to the network.
