The Cabinet of Ministers of Ukraine is updating the rules for reserving employees and launching a large-scale review of enterprises that have the status of critical. These are companies, institutions, and organizations that can currently reserve their employees.

According to the government resolution , all previously adopted decisions granting such status remain valid, but only for the period for which they were issued. At the same time, they cannot be valid longer than September 1, 2026.

By June 10, 2026, central and local governments must review the criteria for defining critical businesses. The government says the approach should be more precise and apply only to companies that actually support defense, the economy, or the lives of the population.

All existing critical businesses are scheduled to be reviewed for compliance with the updated requirements by July 1. If an organization loses the basis for its status, it will also lose the right to reserve employees.

The final review of all decisions on the criticality of enterprises must be completed by September 1, 2026. After approval, the updated criteria must be submitted to the Ministry of Digital Transformation no later than 10 days.

As reported, the Verkhovna Rada announced the need to review the system of reservations for military conscripts and check existing deferrals . The parliament also proposes to create a separate control body to track reservations and deferrals.
