The Cabinet of Ministers has changed the procedure for granting and renewing deferrals from mobilization. Now, military conscripts will be able to change the grounds for the deferral without losing its validity.

This was reported by the Ministry of Defense of Ukraine.

The department explained that the new rules allow for a deferment to be reissued if a person has another legal reason for receiving it. For example, instead of a deferment due to education, a deferment can be issued due to the birth of a third child or the need to care for a relative.

After the changes come into force, the current deferral will not cease to be valid during the consideration of the application by the commission, unless there are legal grounds for its cancellation. If the commission agrees to the re-registration, the previous deferral will be canceled only after entering information about the new one into the “Oberig” register. In case of refusal, the previous deferral will be valid until the end of the established period.

The government also allowed applications to be submitted for the issuance or re-issuance of a deferral through the Central Administrative Center using the services of the “Diya” portal.

In addition, an automatic check of military registration and the presence of a valid deferment will be activated. If a person already has a valid deferment or is not on military registration, the system will not generate an application. An exception was made for cases of re-registration and situations when there are less than 30 days left before the deferment expires.

Under the new rules, the commission must consider the application within seven working days. If information from other government agencies is needed, this period can be extended to 15 working days.

The Ministry of Defense also noted that applicants will not be sent to undergo a military medical examination before the commission makes a decision. Data on a new or reissued deferment will be entered into the “Oberig” registry within one day after a positive decision.

In addition, the government clarified the procedure for obtaining a deferment for reserved workers, civil servants, and certain categories of officials.
