On October 23, the Cabinet of Ministers established a Coordination Center for the Organization of Military Reservation, clarified the criteria for determining the criticality of enterprises, and set a maximum reservation level for the fuel and energy and defense industry complexes—up to 95% of workers.
The Ministry of Economy, Environment and Agriculture reported this.
The Coordination Center will act as a temporary advisory body to the government. It will review requests from government agencies for reservations and make proposals. The typical review period is up to a month, while urgent requests must be processed within seven working days.
At the same time, final decisions on recognizing enterprises as critical will continue to be made by authorized government agencies. Central government bodies and regional military administrations must review the industry-specific and regional criticality criteria within 10 days of their entry into force.
The Ministry of Economy emphasized that updating the criteria does not automatically mean a revision of the status of all enterprises. Those that meet the unchanged criteria will retain their status.
At the same time, the reduction in reservation limits should not affect critical personnel supporting production, defense contract fulfillment, and repair and emergency recovery operations. Such workers must be fully reserved. Reductions may primarily affect support and maintenance personnel.
When calculating the maximum percentage, employees who have a deferment for other reasons, in particular parents with many children and guardians, will also be taken into account.
It was previously reported that the government was preparing to tighten the rules for reserving military personnel . The proposed changes include reducing quotas for military-industrial complex enterprises, energy companies, and some utilities, as well as creating a new body that will influence the designation of critical enterprises.
Subsequently, MP Oleksandr Fedienko warned that the new rules could create problems for parents with many children, students, and other workers entitled to a deferment from military service. He stated that employers could fire such employees to avoid missing out on the opportunity to reserve other workers.
On October 13, the Cabinet of Ministers adopted amendments to the rules for reserving military personnel . These amendments include a review of the number of employees that enterprises can reserve, as well as the procedures for obtaining critical enterprise status. However, the document still requires further revision.
