The Cabinet of Ministers has eliminated the position of “minister without portfolio”: who will now be responsible for personnel issues?

The Cabinet of Ministers of Ukraine has officially abolished the position of Cabinet Minister, better known as the “minister without portfolio.” From now on, reports on personnel issues at government meetings will be made personally by the Prime Minister or the State Secretary of the Cabinet.
This is stated in Resolution No. 927 .
According to the newly adopted resolution, the government has recognized that the resolution of June 24, 2016 No. 394 “On Approval of the Regulation on the Minister of the Cabinet of Ministers of Ukraine” has lost force. This effectively means the elimination of the position of minister without portfolio, which performed coordination and representative functions in the government.
Thus, the new resolution will introduce the following changes:
- Coordination of personnel issues at government meetings will be carried out by the Prime Minister or, on his behalf, by the State Secretary of the Cabinet of Ministers.
- The preparation of the government’s medium-term action plan and priority action plan is entrusted to the Minister of Economy, Environment and Agriculture or the State Secretary of the Cabinet of Ministers.
- Coordination of central executive bodies , whose activities are directed directly by the Cabinet of Ministers, will now take place through the Prime Minister or a minister appointed by him.
In addition, the government’s resolution set out a new version of the regulations on the Secretariat of the Cabinet of Ministers, which regulates its work without a separate Cabinet minister.
A minister without portfolio is a member of the government who does not head any ministry, but performs coordination and organizational functions.
In Ukraine, the official title of this position was Minister of the Cabinet of Ministers. His duties included:
- coordination of the work of the Secretariat of the Cabinet of Ministers;
- responsibility for preparing the agenda for government meetings;
- reports on personnel issues and draft decisions;
- ensuring coordination of the work of ministries among themselves and with parliament.
