Cabinet Requires Military Coordination for Mass Events: Key Facts

The Ukrainian Cabinet of Ministers has introduced a new rule requiring all mass and ceremonial events across the country to be coordinated with the military, with events in Kyiv now subject to direct approval by the General Staff of the Armed Forces.

It is noted that the decision was made in accordance with the requirements of the law “On the Legal Regime of Martial Law.” Prime Minister Yulia Svyrydenko instructed ministers, heads of central executive bodies, as well as heads of regional and Kyiv city military administrations, to ensure the implementation of this norm.
According to the order, from now on, no mass event can take place without prior approval from the military leadership in the area of its responsibility. In Kyiv, the holding of celebrations or other events during martial law will be controlled by the General Staff of the Armed Forces of Ukraine.
This decision is explained by the need to take into account security risks in wartime. The authorities emphasize that mass gatherings of people can become potential targets for enemy attacks, so military oversight is intended to reduce these risks.
It is reported that this norm will allow for better coordination between civil and military authorities, as well as ensure the responsibility of organizers for compliance with security measures. The government emphasizes that this is not about banning mass events, but about the need for their prior approval to prevent additional risks to the population.
