Cabinet of Ministers Proposes Tighter Rules for Military Personnel Traveling Abroad

The Cabinet of Ministers of Ukraine proposes significantly stricter penalties for military conscripts who violate rules regarding travel abroad during martial law. The draft bill introduces both administrative and criminal sanctions for illegal border crossings and for exceeding the permitted duration of stay outside Ukraine.
This was stated by the government representative in parliament, Taras Melnychuk.
The Cabinet of Ministers of Ukraine has approved a draft law aimed at revising the rules of liability for military personnel during martial law. The document proposes the removal of Article 204-3 from the Code of Administrative Offenses, which was previously partially declared unconstitutional and ineffective. At the same time, cases under Article 204-1, related to illegal crossing of the state border, will be transferred to the State Border Service for review.
Key changes affect the Criminal Code: illegal border crossings outside checkpoints, damage or destruction of border infrastructure, and other offenses committed during martial law will now be considered aggravating circumstances, resulting in harsher penalties for violators.
A separate section of the bill focuses on military conscripts, reservists, and draftees. They will be required to observe specific limits on their time abroad. Exceeding the permitted duration will incur additional sanctions aimed at preventing abuse and evasion of mobilization obligations.
Overall, the government seeks to tighten control over the movement of citizens liable for military service while establishing stricter accountability for violations of border regulations during wartime.
By the way, the “Servant of the People” proposed expanding the possibilities for Ukrainians to travel abroad during martial law, allowing this not only to young men, but also to everyone who has legal grounds for a deferment from mobilization.
Earlier, President Volodymyr Zelenskyy instructed the government to prepare changes that would simplify crossing the state border for men under the age of 22.
Recall that in February, the government simplified the rules for crossing the border for some categories of men. At the same time, the Cabinet of Ministers of Ukraine amended the rules for crossing the state border by men aged 18 to 25 during martial law.
