The Cabinet of Ministers proposes to pay out 6,500 hryvnias under the “Warm Winter” program: who is affected?

The Cabinet of Ministers of Ukraine is preparing to launch a new social program, “Warm Winter,” which will provide a one-time payment of 6,500 hryvnias to certain categories of citizens to support them during the 2025/26 winter season.

As noted in the draft Cabinet of Ministers resolution , published for public discussion on the website of the Joint Representative Body of Trade Unions, the goal of the program is to assist socially vulnerable groups of the population.

In particular, payments are planned to be provided to:

  • children who are under guardianship or care;

  • children with disabilities in family-type orphanages and foster families;

  • children from low-income families;

  • children and persons with disabilities of group I from internally displaced persons;

  • single pensioners.

In total, more than 660,000 people will receive 6,500 hryvnias, for which the government plans to allocate 4.3 billion hryvnias from the state budget.

The largest share of assistance will go to children from low-income families (over 335 thousand) and children from internally displaced families (over 252 thousand).

Funds will be credited to a current account with a special usage mode or to a virtual payment card called “Action.Card.” Recipients will be able to use them for 180 days from the date of crediting.
