The Cabinet of Ministers supported the bill on a new postponement of mobilization: who does it concern?

A new category of conscripts will appear in Ukraine, who will be able to receive a 12-month deferment from mobilization. The Cabinet of Ministers has already approved a relevant bill, which concerns young men aged 18-25 who have already served under a contract.

This was announced by Taras Melnychuk, representative of the Cabinet of Ministers in the Verkhovna Rada.

It is noted that the Cabinet of Ministers of Ukraine has approved a draft law that grants the right to a one-year deferment from mobilization to conscripts and reservists who have already completed contract service during martial law.

According to the document, amendments will be made to Article 23 of the Law of Ukraine “On Mobilization Training and Mobilization” that allow for temporary exemption from conscription of persons aged 18 to 25 who:

  • were recruited for military service under a contract during martial law;
  • discharged from military service due to the expiration of the contract or established terms of service.

Such individuals will be entitled to a 12-month deferment from conscription during the mobilization period . However, the project still needs to be reviewed by the Verkhovna Rada, receive support from deputies, and then be signed by the president. Only then will the changes come into effect.

It is worth recalling that in late July – early August, the “Reserve+” application plans to add new functions for applying for a deferral online. In particular, in a few clicks, you will be able to submit an application:

  • scientific, scientific-pedagogical and pedagogical workers – if there is data about them in the state educational database;
  • persons who have a husband or wife with a disability of group I or II, subject to automatic confirmation of data through the Ministry of Social Policy, the Pension Fund, and the Social Insurance Institution of Ukraine.

These innovations are part of the reform of the mobilization system, which should make it more fair, modern, and digitalized.

Previously, “Pryamiy” reported that from the fall of 2024, the “Reserve+” application will have the ability to issue an electronic deferment from mobilization – although not yet for all categories. Other military conscripts must contact territorial recruitment centers (TCK) and issue a deferment there.

We remind you that new categories of citizens will appear in the “Reserve+” application who will be able to apply for a deferment from mobilization.
