The Cabinet of Ministers of Ukraine adopted a resolution on the establishment of a Coordination Council on Internally Displaced Persons, promoting the preservation of ties with Ukrainian citizens abroad, and their voluntary return to Ukraine.

This was reported by the Ministry of Social Policy, Family and Unity of Ukraine.

The department noted that due to the full-scale war, at least 5.8 million Ukrainians are abroad, and another 4.6 million people are registered as internally displaced. This has led to a significant reduction in human capital and a significant burden on the social and housing sectors.

Minister of Social Policy Denys Ulyutin emphasized that the new Coordination Council should ensure more effective interaction between authorities in resolving the issues of Ukrainians who were forced to leave their homes due to Russian aggression, starting in 2014.

According to him, the lack of a single coordination platform made it difficult to exchange information between authorities, coordinate approaches, and prevent duplication of efforts. It is expected that the Council’s activities will contribute to the formation of state policy in this area and the improvement of the regulatory framework.

One of the key tools of the Coordination Council’s work will be thematic working groups. They will prepare proposals, work on interdepartmental issues, and materials for consideration at Council meetings.

It was previously reported that the Verkhovna Rada adopted draft law No. 12301, which comprehensively updates the legislation on internally displaced persons . The document changes the procedure for providing assistance, simplifies confirmation of IDP status, and introduces new mechanisms for providing housing.
