Next week, the Verkhovna Rada may return to considering the high-profile amendments, which, according to experts, actually open the way to amnesty for corruption crimes.

This was stated by the Chairman of the Board of the Anti-Corruption Center (ACC) Vitaliy Shabunin.

He recalled that in the summer, deputies had already tried to advance similar norms, but after criticism in the European Union, the initiative failed. At the same time, according to him, Bankova did not abandon this idea.

“The European Commission knows that, for example, next week the “servants” are planning another attempt to extend an amnesty from corruption to the president’s friends. I do not believe that Zelensky will stop. He will keep pressing – even at the cost of our European integration,” Shabunin emphasized.

He added that the plan provides for amendments to any draft law, even those far from the topic of fighting corruption.

According to the authors’ plan, the amnesty will be disguised as “exemption from criminal liability in the event of performing a counterintelligence or intelligence task.”

This, as explained by the Central Criminal Procedure Code, will allow SBU and intelligence officers to avoid punishment, even if the crimes had nothing to do with their activities.

Shabunin links another statement by European Commissioner Marta Kos to this attempt. In his opinion, Brussels is sending a signal to Kyiv that such steps directly harm Ukraine’s European integration aspirations.
