The EU Council approved a document banning the import of Russian gas: what does it provide for?

On January 26, the EU Council adopted a decision to phase out imports of Russian pipeline gas and liquefied natural gas. The document defines the terms of the ban, supply controls, and requirements for EU countries to replace Russian energy sources.

This was reported by the press service of the Council of the EU.

The decision stipulates that the ban will take effect 6 weeks after the regulation enters into force. A transition period will be introduced for existing contracts, which the EU estimates should limit the impact on prices and energy markets.

A complete ban on imports of liquefied natural gas from Russia will come into effect from the beginning of 2027. For imports of Russian pipeline gas, the final ban will come into effect from the fall of 2027.

Before granting permission for gas imports into the European Union, member states will be required to verify the country of production. This rule is intended to ensure compliance with new restrictions on Russian energy sources.

EU countries must prepare national plans to replace Russian gas and provide information on existing contracts by March 1. Similar plans must also be submitted by those countries that continue to import oil from Russia.

The document also provides for significant fines for violating the rules. For individuals, sanctions will range from 2.5 million euros, for companies – from 40 million euros, or up to 3.5 percent of annual turnover or 300 percent of the transaction amount.

It was previously reported that ambassadors of European Union countries agreed on a plan that provides for a phased cessation of Russian gas imports.

Recall that during the full-scale invasion , the European Union spent 124 billion euros more on Russian goods and energy resources than on aid to Ukraine.
