The EU did not agree to open all negotiation clusters for Ukraine: the reason is given

EU countries did not support the opening of all negotiation clusters for Ukraine’s faster European integration. European leaders limited themselves to formulating further steps for Kyiv.

This is reported by the European Truth publication, citing sources and documents at the editorial office’s disposal.

According to the publication, the text of the European Council decision only mentions welcoming the opening of the first “Fundamentals” cluster on June 15, 2026 and expecting further progress.

“The European Council welcomes the opening of the “Foundations” cluster on June 15, 2026 and looks forward to the opening of other clusters on a merit-based approach,” the document states.

Also, the final conclusions lack specific deadlines and obligations to open all clusters within a specified period.

The wording of a “merit-based approach” could imply that Ukraine’s further progress in European integration will depend on the implementation of reforms within the country. This could significantly slow down the process of opening up further clusters.

According to sources in the European Commission, the issue of the accelerated opening of all clusters was raised by the President of Ukraine Volodymyr Zelensky and some leaders of EU countries.

However, such a decision requires unanimity, which has not yet been achieved.

In particular, as a result, the discussion on this issue did not develop due to the lack of political consensus among EU countries.

It was previously reported that the EU has already agreed to open five clusters in the negotiations on Ukraine’s accession. The pre-agreed date is July 14.

All European Union countries also supported the opening of the first cluster of negotiations on Ukraine and Moldova’s accession to the EU. This decision paves the way for a new stage of the negotiation process on the future membership of the two countries in the European Union.
