The European Union no longer plans to introduce a complete ban on the sale of new cars with internal combustion engines from 2035.

European Commission President Ursula von der Leyen and European People’s Party leader Manfred Weber agreed to a change in approach during overnight talks, Bild reports.

Instead of the planned 100% reduction in CO₂ emissions for new cars from 2035, manufacturers will now be required to meet the 90% target. The 100% reduction target from 2040 will also be eliminated. This effectively means that a complete ban on internal combustion engines is off the table.

“All engines currently produced in Germany can continue to be produced and sold,” Weber said.

The political positions of other European leaders also influenced the decision. In particular, the leader of the Christian Democratic Union (CDU), Friedrich Merz, as well as a joint letter from Italian Prime Minister Giorgio Maloney and Polish Prime Minister Donald Tusk, who insisted on revising plans to completely phase out internal combustion engines.
