The EU has allocated almost 2.9 billion euros to Ukraine: what the new tranche entails

The State Budget of Ukraine has received almost 2.9 billion euros from the European Union as part of the eighth regular payment under the Ukraine Facility program. About 800 million euros of this amount was first received by Ukraine through the Ukraine Support Loan (USL) mechanism.

This was reported by the Ministry of Finance of Ukraine.

“The funds received under the Ukraine Facility are directed to supporting macro-financial stability, ensuring priority state budget expenditures, restoring and modernizing the country, as well as implementing reforms on Ukraine’s path to membership in the European Union,” the department noted.

The first tranche through the Ukraine Support Loan became part of the current payment after the EU Council amended the Ukraine Plan and the Ukraine Facility in July. They provided for an additional €8.3 billion in financing in 2026 from this mechanism.

The EU made the decision on the eighth payment after Ukraine fulfilled ten relevant indicators of the Ukraine Plan. In total, the state has fulfilled 84 of the 95 steps, the deadline for their implementation has already come. This is about 88%.

With the arrival of the eighth tranche, the total amount of budget financing received by Ukraine under the Ukraine Facility since the program’s inception has exceeded €32 billion. In total, the instrument provides for over €50 billion in grants and loans for Ukraine in 2024–2027.

As a reminder, the Council of the European Union has approved amendments to the Ukraine Facility and the related Ukraine Plan. The update provides for additional funding of €8.3 billion in 2026, as well as new conditions for implementing reforms.

It should be noted that the implementation of reforms agreed with the European Union could unlock €20 billion in budget support for Ukraine in 2026. Changes in the areas of the rule of law and the fight against corruption remain key.
