The European Union has imposed sanctions against 15 individuals and one Russian penitentiary institution for their involvement in torture, ill-treatment and other human rights violations against Ukrainian prisoners of war.

The press service of the EU Council reported this.

The restrictions were adopted under the EU’s Global Sanctions Regime for Human Rights Violations, which has been in force since December 2020.

The sanctions list includes, among others, the first deputy head of the penal colony in occupied Olenivka, whom the EU believes is involved in the mass deaths of Ukrainian prisoners of war on the night of July 28-29, 2022, due to the delay in evacuating the seriously wounded, as well as in the systematic torture and cruel treatment of prisoners. Several other high-ranking officials of this penitentiary facility were also sanctioned.

In addition, restrictions have been imposed on the head of security at Penal Colony No. 7 in Pankino, Oleksiy Khavetsky, who is considered the organizer of the systematic torture of Ukrainian prisoners of war, as well as on FSB officer Yan Zanevsky, who is linked to the illegal detention and torture of Ukrainian civilians in the temporarily occupied territories of Kherson and Mykolaiv.

Separate sanctions were imposed on Pre-trial Detention Facility No. 2 in Taganrog, where, according to the Ukrainian side, journalist Victoria Roshchina died.

The list also included seven more representatives of Colony No. 10 in Udarny, including the facility’s director, Oleksandr Gnutov, his deputies, and the head of the medical service, Galina Mokshanova. According to released Ukrainian prisoners, systematic torture, mock executions, beatings, and denial of medical care were practiced at this colony.

As a reminder, the High Representative of the European Union for Foreign Affairs and Security Policy, Kaja Kallas, stated that she would propose that EU countries impose new sanctions against Russia following the massive attack on Kyiv on the night of July 2.

As previously reported, the European Union has extended economic sanctions against Russia for another year. They will remain in effect until at least July 31, 2027.
