The EU is preparing a financial solution for Ukraine: what is known
European Council President Antonio Costa said that the European Union has almost agreed on a decision on financing Ukraine for 2026-2027 and may adopt it as early as December 18.

Asked about the EU’s willingness to provide Ukraine with funding, Kosh said the bloc was “very close to making a decision.” He said two options were being discussed: a so-called “reparation loan” or new borrowing on behalf of the European Union.
He emphasized that the previous EU agreement remains – member states are ready to cover Ukraine’s financial needs in 2026-2027. Currently, lawyers and technical experts of the European Commission, together with the governments of the member states, are working on formulating a mechanism that will receive the support of all or at least the majority.
Costa is confident that EU leaders will make a final decision on December 18.
It was previously reported that the Netherlands decided to allocate another 700 million euros to Ukraine for military support in early 2026.
