Ukraine Takes a Historic Step Toward the EU as First Negotiation Cluster Opens

The European Union has formally launched the first negotiation cluster for Ukraine’s accession talks, marking a significant milestone on Kyiv’s path toward membership. Cluster No. 1, “Fundamentals,” focuses on the rule of law, democratic institutions, public administration, and key governance reforms required for EU integration.

The start of the procedure was announced at a meeting of the Committee of Permanent Representatives of the EU member states (Coreper).

The Cyprus presidency of the European Union emphasized that enlargement remains one of the bloc’s key strategic priorities.

“This positive development sends a strong signal of unity and determination,” said a spokesman for the Cypriot EU presidency.

It is expected that next week, member states will officially approve the European Union’s common position on opening the first cluster for Ukraine and Moldova. After that, detailed work will begin within specialized working groups.

The next stage should be intergovernmental conferences with the participation of Ukraine and Moldova, scheduled for June 15 in Luxembourg.

“After completing the necessary discussions in the Council, this will be the next decisive step in advancing the accession negotiations,” the Cyprus presidency of the EU noted.

The opening of the “Fundamentals” cluster is considered one of the key stages of the negotiation process regarding Ukraine’s future membership in the European Union.

Recall that Ukraine and the European Union may open two negotiation clusters as soon as June as part of the EU accession process.
