The European Commission cut the tranche to Ukraine: 3.05 billion euros instead of 4.5 due to unfulfilled reforms

The new tranche of financial assistance under the Ukraine Facility program will be allocated to Ukraine in a smaller amount than planned due to the failure to implement 3 of the 16 reforms promised by the EU.

This was announced by European Commission spokesman Guillaume Mercier.

The Ukraine Facility is a financial assistance program for Ukraine from the EU. It provides for the provision of 50 billion euros during 2024-2027 for the implementation of European reforms.

If 16 reforms were implemented, Ukraine would receive 4.5 billion euros.

Ukraine submitted a request for partial disbursement of this tranche on June 6, 2025, as only 13 of the 16 required reforms had been implemented.

The European Commission reported that one reform concerns decentralization, another – the law on the reform of the ARMA, and the third – the selection of judges for the Supreme Judicial Council.

The European Commission assessed 13 reforms as implemented and proposes to the EU Council to pay Ukraine EUR 3.05 billion as the fourth tranche under the Ukraine Facility.

Recall that Ukraine previously reached an agreement with the International Monetary Fund on the eighth review of the Extended Fund Facility (EFF), which paves the way for receiving the next tranche of about $500 million.

As reported, the IMF recommended that Ukraine increase taxes from 2026 to increase budget revenues .
