The European Commission initiated negotiations on Ukraine’s accession to space programs

The European Commission has officially addressed the EU Council with a proposal to start negotiations on Ukraine’s accession to the government satellite communication segment Govsatcom and participation in the European Union’s IRIS² Secure Space Connectivity Program.

As noted , the initiative provides for the European Commission to be given a mandate to negotiate with the Member States, after which the Council of the EU will take a final decision. After that, Ukraine’s cooperation with satellite communication programs will be enshrined in an international agreement in accordance with Article 218 of the Treaty on the Functioning of the European Union (TFEU).

According to the European Commission, Ukraine’s participation in Govsatcom will provide access to stable, secure and sovereign satellite communications for government agencies, security services and critical infrastructure. This step should strengthen the country’s information resilience, reduce dependence on commercial operators and increase the competitiveness of the Ukrainian economy.

Govsatcom operates on the principle of sharing satellite resources of EU countries and private companies, providing guaranteed and secure communications in regions where terrestrial networks are absent or under threat.

For Ukraine, this system is seen as a strategic reinforcement of the existing communications infrastructure, which is capable of minimizing risks in conditions of military operations, cyberattacks, and emergencies, while simultaneously strengthening the technological independence of the state.
