The European Commission is preparing a separate roadmap for Ukraine’s further accession to the EU. At the same time, Brussels is proposing to reduce the number of decisions in the enlargement process that an individual member state can block with its veto.

This is stated in the European Commission’s new strategy for preparing the EU for future enlargement, Ukrinform reports .

Ukraine, along with Moldova, Montenegro, and Albania, has been classified as the most advanced countries in accession negotiations. For them, the European Commission plans to prepare indicative roadmaps with the next steps and timeframes for European integration.

At the same time, the roadmap for Ukraine will differ from the documents for other candidates due to the war with Russia. According to EU Commissioner for Enlargement Marta Cos, it may be presented at the end of October together with the enlargement report.

The European Commission emphasizes that it does not plan to lower the requirements for candidates. Progress towards membership will continue to depend on the implementation of reforms and other commitments.

Separately, the European Commission proposes to use qualified majority voting more often instead of unanimity when adopting interim decisions on accession. In particular, it is about opening negotiation clusters.

In this way, the EU wants to reduce the number of cases where one state can block a decision supported by other members of the Union. At the same time, the final decision on the admission of a new country to the EU will, as before, require unanimous support.

The strategy paid special attention to Ukraine. The European Commission noted the country’s potential in the field of food security and defense. Even before accession, the EU plans to deepen cooperation with the Ukrainian defense industry and involve Ukraine in joint defense projects.

At the same time, due to the scale of the Ukrainian agricultural sector, the European Commission proposes to separately define the conditions for its integration into the European market. These may include restrictions on financial support and market access for certain sensitive agricultural products.

Ukraine is already participating in the gradual integration into the EU. In particular, since January 1, 2026, Ukraine and Moldova have joined the European Roam Like at Home system. In the future, the European Union plans to deepen the integration of candidates into transport, energy and digital networks.

It was previously reported that the European Commission is preparing a wider use of qualified majority voting instead of unanimity at certain intermediate stages of EU enlargement. These proposals have now been officially presented.

As a reminder, the European Commission has proposed to make wider use of qualified majority voting , in particular when opening negotiation clusters with EU candidate countries. This will allow some decisions to be made without the mandatory unanimous support of all member states.
