European Parliament Backs Ukraine Resolution with Strong Majority — Poroshenko Outlines Key Messages

Petro Poroshenko, Ukraine’s fifth President and leader of “European Solidarity,” outlined in Strasbourg the key points of the European Parliament’s Resolution: boosting defense aid, opening EU membership negotiations, and reinforcing democratic support.

“The European Parliament overwhelmingly approved the Resolution on the European Commission’s 2023–2024 reports on Ukraine’s progress in reforms in the context of EU enlargement. European partners stand shoulder to shoulder with us in our fight against the aggressor,” the fifth President said.

He noted that Europe has already provided Ukraine with €50 billion in military aid and is calling for more weapons and ammunition to be delivered before any negotiations take place, for a significant increase in intelligence sharing with Ukraine, and for lifting all restrictions on the use of Western weapons systems against military targets in Russia.

“The EU insists on Ukraine’s integration into defense initiatives and encourages the development of joint weapons production projects with EU and NATO partners,” the leader of European Solidarity stated.

Poroshenko thanked all Members of the European Parliament for supporting Ukraine in its struggle for statehood, independence, sovereignty, and its European choice, as well as for backing the implementation of democratic reforms.

“Special thanks to European Parliament rapporteur Michael Haller for his initiative and enormous, thorough work in preparing the Resolution, as well as to our political family, the European People’s Party, for their leadership and support,” he emphasized.

The European Solidarity leader added that, on the issue of opening accession negotiations, the European Parliament’s position is clearly pro-Ukrainian, stressing the need to quickly launch the ‘Fundamentals’ negotiation cluster for Ukraine and Moldova.

According to Poroshenko, the European Parliament provided an honest, objective, and friendly assessment of the state of affairs in Ukraine regarding the effectiveness of democratic institutions, the rule of law, and judicial independence.

The Resolution also directly identifies the weak areas of Ukrainian democracy and reforms, stressing that without progress in these fields, accession negotiations cannot be accelerated.

  • Rule of law and the judiciary. The European Parliament warns about the paralysis of the Constitutional Court and the judiciary’s vulnerability to political influence, calling this a matter of public trust in the state.

  • Independence and effectiveness of the anti-corruption system. The Resolution voices support for NABU and SAPO and demands their protection from any political pressure, while also calling for the strengthening of ARMA, the relaunch of the State Bureau of Investigation, and the resolution of the issue of selecting judges for the Supreme Judicial Council.

  • Democracy and parliamentary pluralism. The EP urges Ukraine to refrain from politically motivated trials and sanctions against opposition representatives, to support parliamentary pluralism and constructive dialogue between factions in the Verkhovna Rada, and to lift restrictions on international parliamentary diplomacy.

  • Media freedom and civil society. The Resolution underlines the inadmissibility of monopolizing broadcast media and exerting pressure on independent outlets.

“This is a signal to Bankova: any attempts to manually control anti-corruption bodies are a direct blow to European integration,” stated Petro Poroshenko.

He stressed that the European Parliament’s Resolution and the heated debate around it demonstrate that support for Ukraine remains unwavering, but the speed of its movement towards EU membership depends not on “loud and beautiful statements” but on real democratic reforms and actions inside the country.

“I thank the MEPs for considering our numerous proposals and improvements.

We will remind you that the European Parliament called on the Ukrainian authorities to ensure the independence of the NABU and the SAPO , lift the travel ban on deputies, and ensure parliamentary pluralism.

At the same time, the rapporteur on Ukraine, Member of the European Parliament Michael Haller, called on the Ukrainian authorities to stop putting pressure on the opposition.
