The European Parliament has set clear demands to Bankova: Ukraine must carry out deep reforms
The European Parliament has adopted a resolution setting out a list of requirements for Ukraine in the context of further European integration. The document is based on the European Commission’s assessments for 2023 and 2024, but also takes into account events in mid-2025.

In the resolution, the deputies directly stated: the authorities’ attempt to undermine the independence of anti-corruption bodies, which took place in the summer, became a turning point – now the EU openly criticizes Bankova’s actions. However, the deputies welcomed the repeal of the scandalous law, which was the result of massive domestic and external pressure.
At the same time, the European Parliament confirmed that it supports the opening of negotiations on Ukraine’s accession to the EU. At the same time, it has made a tough demand: Kyiv must implement deep reforms, and the negotiations must not be a formality. In particular, the EU expects real changes in the area of the rule of law, the fight against corruption, the protection of human rights, and the functioning of democratic institutions.
The resolution sets out a number of specific observations:
Ensure political unity : The EP calls on the authorities not to use wartime powers to pressure the opposition, but instead to promote the consolidation of society.
Do not persecute the opposition: The inadmissibility of politically motivated lawsuits is explicitly stated. The restrictions on deputies’ travel abroad, which the EP demands to be lifted, are also mentioned.
Ensure media freedom: The European Parliament opposes political censorship, emphasizing that independent media is a key element in resisting Russian propaganda.
Reform the State Bureau of Investigation: Concerns have been expressed about the potential for this body to be used in political struggles, especially during elections. The EP recommends a complete overhaul of the structure.
Strengthen anti-corruption institutions: MEPs demand that the full independence of NABU and SAPO be guaranteed, including by protecting them from interference by other state bodies.
Unblock the work of the Constitutional Court: The EP insists on the urgent appointment of absent judges and the adoption of a new law on the Constitutional Court in accordance with the recommendations of the Venice Commission.
Fix the scandalous land law : The document discusses the need to revise the provisions that allow for the legalization of illegally appropriated state land.
Stop illegal deforestation: Special emphasis is placed on the preservation of Carpathian forests and a call is made to combat environmental crimes.
Thus, the European Parliament resolution became a signal: it is important for the EU not only to open negotiations on Ukraine’s accession, but also to monitor the progress of reforms. Brussels emphasizes that European integration must be based on real changes, regardless of who is in power in Kyiv.
