The government approved the procedure for using funds that Ukraine received from the EU within the framework of a special loan to support Ukraine’s defense-industrial capacity in 2026–2027.

This was reported by Prime Minister Yulia Svirydenko on her Telegram channel.

According to her, this will allow the funds received to be used to purchase weapons, military equipment, and equipment for the needs of the Ukrainian army.

In addition, EU funding will be directed not only to the import of weapons, but also to direct financing of contracts with Ukrainian manufacturers.

“Procurements will be carried out, in particular, through international organizations according to their procedures, which will speed up the delivery of important components and finished weapons,” Svyrydenko noted.

She also emphasized that monitoring, control, audit, and reporting will be introduced in accordance with European Union requirements, which will ensure transparent and effective use of the funds raised.

In particular, the Ukraine Support Loan agreement was signed and ratified at the end of May.

This is a European Union credit instrument of up to €90 billion, designed for 2026–2027. Of this amount, €60 billion will be allocated to Ukraine’s defense needs.

Already this year, €28.3 billion in defense support is expected within the framework of the Ukraine Support Loan, the Prime Minister concluded.

It was previously reported that the Ministry of Defense of Ukraine is preparing a reform to increase the financial support of military personnel and define clearer terms of service. It is planned to present it in the coming weeks.

Ukraine also received another tranche of financial assistance from the European Union — €1 billion was received by the state budget under the ERA Loan program.
