The government has approved the draft state budget for 2026: where will most of the money be directed?

The Cabinet of Ministers of Ukraine has approved the draft state budget for 2026 and is submitting it to the Verkhovna Rada for consideration.
This was announced by Prime Minister Yulia Svyridenko.
In particular, the amount of state budget expenditures for the next year is 4.8 trillion hryvnias — 415 billion hryvnias more than last year; the amount of revenues is 2 trillion 826 billion hryvnias, which is 446.8 billion hryvnias or 18.8% more than in 2025; the deficit is forecast at up to 18.4% of GDP.
“The main priority of the budget is security and defense, our social stability. The Government directs all its own revenues and borrowings to the Defense Forces — financial support for the military and support for their families, strengthening air defense, and developing and manufacturing its own weapons, including drones,” Svyrydenko emphasized.
Thus, UAH 2.8 trillion will be allocated for defense needs (UAH 168.6 billion more than last year), and at least UAH 44.3 billion will be allocated for weapons production — for Ukrainian ammunition, missiles, missile defense, aviation and armored vehicles.
The government has allocated UAH 265.4 billion for education : it is planned to increase the average salary for teachers, provide free meals for schoolchildren, and increase the size of scholarships.
UAH 19.9 billion was allocated to the scientific sphere , which includes funding to support projects of young scientists and support the best scientific institutions; the creation of defense research centers; and the implementation of developments commissioned by businesses.
Healthcare received UAH 258 billion from the state budget. These funds will be used to increase salaries for primary and emergency medical care doctors, doctors in front-line regions, and free medicines for citizens.
In addition, there are other categories of expenses, including:
- Pension provision : UAH 1 trillion 27 billion;
- Social sphere : UAH 467.1 billion;
- Veteran policy, assistance with integration into society : 17.9 billion;
- Business support : UAH 41.5 billion;
- Agro-industrial complex : UAH 13.1 billion;
- Culture : UAH 15.8 billion;
- Public investments for the restoration and modernization of Ukraine : UAH 45.9 billion.
At the same time, the total revenues of communities will amount to UAH 871.9 billion, and inter-budgetary transfers to local budgets from the general fund of the state budget in 2026 will amount to UAH 289.3 billion.
Let us remind you that, despite the lack of funding for the war, which amounts to about UAH 300 billion by the end of the year , the government continues to launch new social programs – grants for sole proprietors, cashbacks, “Student Packages”, and resilience centers.
