The government has exhausted almost the entire reserve fund: where did the money go?

The Cabinet of Ministers of Ukraine has used more than 78% of the reserve fund intended for emergency situations, directing a significant portion to social payments, including the “National Cashback” program.

Political scientist Kateryna Roshuk criticized this approach to public administration on the air of “Pryamoy”, emphasizing the inappropriateness of populist programs in the midst of war.

“This tells us, first of all, about inefficient state management, that our Cabinet of Ministers is not professional for this period. If these funds are planned for a year, why did you spend them in three months?” – emphasized the studio guest.

According to the Ministry of Finance, only about 11 billion hryvnia remained in the reserve at the end of March. Roshuk noted that instead of preparing for unforeseen military challenges, funds are being spent on “National Cashback” and cultural projects of dubious quality, which may be a sign of preparation for possible electoral processes in the future.

As a reminder, Yaroslav Zheleznyak, a member of parliament from the Holos faction, has published data on the critical depletion of the state reserve fund. According to the parliamentarian, as of April 2026, only 1.5% of the planned 50 billion hryvnias remained at the disposal of the Cabinet of Ministers.

The Ministry of Finance subsequently confirmed that the state budget reserve fund for 2026 was almost exhausted in just three months, but emphasized that the money was going to finance the state’s urgent needs.

As is known, the Reserve Fund was created as a financial “cushion” to eliminate the consequences of shelling, restore the energy sector, and urgently finance defense. However, according to Zheleznyak, the Cabinet of Ministers has actually turned this fund into its own “pocket.”
