The government has finalized changes to the military conscription system. The goal is to make the rules more transparent, eliminate abuses, and create conditions for rotation of service members serving in the country’s defense for five years.

Prime Minister Sergei Koretsky announced this, noting that the number of reserved workers is growing by tens of thousands every month.

The criticality of companies will be separated from their economic characteristics. Operating conditions will remain unchanged for the defense industry, energy, communications, logistics, housing and utilities, and other key sectors. At the same time, industry-specific and regional criticality criteria will be revised to prevent abuse.

Full reservations will no longer be automatic. The maximum reservation level, including in the energy and defense industries, will not be 100%. However, companies that require reservations for a larger number of employees to ensure uninterrupted operations will be able to submit a substantiated request to the Coordination Center.

The Ministry of Defense will also tighten penalties for evading military service.

Separately, the government is developing a mechanism allowing companies to reserve 100% of their employees, provided they fulfill their mobilization obligations. Specifically, companies must regularly voluntarily recruit some of their employees for military service. They will retain their jobs and wages, and the length of their service must be clearly defined.

The terms of the mechanism will be developed by the Ministry of Defense and the Ministry of Economy in conjunction with businesses. The government plans to approve it by December 1.

They note that the changes do not immediately increase mobilization. Their goal is to streamline reservations, eliminate abuses, and create a clear system that will allow for the rotation of troops.

It was previously reported that the government was preparing to tighten the rules for reserving military personnel . The proposed changes include reducing quotas for military-industrial complex enterprises, energy companies, and some utilities, as well as creating a new body that will influence the designation of critical enterprises.

Subsequently, MP Oleksandr Fedienko warned that the new rules could create problems for parents with many children, students, and other workers entitled to a deferment from military service. He stated that employers could fire such employees to avoid missing out on the opportunity to reserve other workers.

On October 13, the Cabinet of Ministers adopted amendments to the rules for reserving military personnel . These amendments include a review of the number of employees that enterprises can reserve, as well as the procedures for obtaining critical enterprise status. However, the document still requires further revision.
